State and government officials should be held even to the point of imprisonment liable for the deaths or harm to its citizens when that state or government prohibits them from protecting themselves.

The part you're referring to Sam that is torch cut, is the receiver. Turbothis rebuilds them into working semi auto's and they are nice. I have PM'ed him to ask for price and to make sure he still does it. Everything is there in the picture except the center part of the receiver. You could also ask greasy paws and see if he knows how to reweld the receiver.

"Laws that forbid the carrying of arms... disarm only those who are neither inclined nor determined to commit crimes... Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man." --Cesare Beccaria, On Crimes and Punishment, quoted by Thomas Jefferson in Commonplace Book
